In 2023, Deloitte was selected by the IOC to be a Worldwide Olympic Partner. Included in their scope was the development and delivery of the IOC readiness programme for Paris 2024. Ikosaeder were approached to support them in the design and development of operational activities along with a Communication, Command and Control (C3) online training module and Tabletop Train-the-trainer workshop.
Train-the-trainer workshop aimed at equipping Paris 2024 teams with the skills needed to conduct their own Tabletop exercises. Such skills included creating relevant scenarios, developing facilitation skills and ensuring key lessons were captured for future application. Preparatory work for the workshop included producing comprehensive briefing materials for participants, facilitators and speakers, as well as gathering reference materials, case studies and examples. Additionally, Ikosaeder input into a catalogue of scenarios for teams to adapt as required, detailed how-to-guides for running exercises and checklists and evaluation forms to ensure critical gaps, duplications and lessons were systematically addressed incorporated into operational documentation.
Another crucial component of the IOC readiness programme was enhancing C3 capabilities through the creation of an online learning module. This module was designed to establish a common understanding across all operational teams within Paris 2024 and clarify each team’s role within the overall structure. Key objectives included ensuring that all teams comprehended the function of the C3 framework, design-making thresholds and escalation protocols. The module featured interactive learning tools such as video scripts, creative briefs and slide presentations, supplemented by case studies and examples demonstrating the practical application of C3. Additional resources included checklists and how-to-guides for development of C3 structures at the operational level, particularly within venues, and for integrating with the broader C3 framework.
Ikosaeder also supported with the design of a Games-wide simulation that utilised Games-time information-sharing tools to respond to scenarios in real-time. This simulation aimed to bring operational documentation to life by providing an opportunity to test policies and procedures in a realistic, multi-functional context, and to demonstrate the practical application of the C3 framework during the Games.
Further support in the lead-up to Paris 2024 was provided through a separate contract directly with the organising committee, involving facilitating tabletop exercises for three competition events: Sailing in Marseille, Triathlon through Paris, and Mountain Bike venues. The Sailing and Triathlon exercises were particularly complex due to the involvement of numerous government and emergency services stakeholders, as these events were held outside traditional venues and required maritime operations and specific security considerations. The objective was to test C3 structures at the venue level and their escalation to the Main Operations Centre (MOC), ensuring seamless integration of delivery partners, government agencies, and emergency services, including the Préfecture de Police, SAMU, and the national fire brigade. These exercises were designed to train both internal and external stakeholders on the plans ahead of test events, allowing for the practical application of lessons learned in a controlled environment.
Through these efforts, Ikosaeder played a pivotal role in ensuring operational readiness and enhancing the collaborative capabilities of all stakeholders involved in the Paris 2024 Olympic Games.
