
COP28 UN Climate Change Conference
The event's unprecedented scale and the integration of Blue (UN participants) and Green (public) zones on a single site required clear definition of roles among multiple delivery partners, including the UN, Expo City Dubai, and various Event Management Companies. The evolving role of Expo City from its Expo 2020 function added complexity to delineating responsibilities.
Ikosaeder crafted a Concept of Operations to establish a shared understanding of event parameters and clearly defined roles across all workstreams. A detailed stakeholder map was developed to delineate responsibilities among delivery partners, ensuring a unified approach. A 30-day readiness engagement program was launched, appointing Readiness Champions for each workstream to facilitate streamlined information sharing. The program included seminars, supported by infographics, posters, and videos, all accessible via the COP28 Readiness Hub. An Operational Readiness Programme was designed and delivered to test roles, responsibilities, and the Command, Control, and Communication framework, ensuring all elements functioned effectively in practice.
The initiative resulted in a comprehensive Concept of Operations, a robust Command, Control, and Communication framework, and a successful readiness engagement program. Multiple tabletop exercises and simulations were conducted, culminating in a Declaration of Readiness, ensuring all stakeholders were prepared for successful event delivery.
