
FIFA Qatar 2022 World Cup
As Qatar's inaugural tournament of this magnitude, the program needed to test all operational levels—from routine procedures to exceptional incidents—ensuring all stakeholders understood their responsibilities during crises. Challenges included designing a unified readiness program for two distinct organizations (the Supreme Committee for Delivery & Legacy and FIFA Q22), navigating a complex Command, Control, and Communication (C3) structure, delays in technical training, and a compressed three-month timeline before the tournament.
The program focused on safe crowd movement, city readiness, effective incident reporting through the Main Operations Centres', and preparation for reputational risks amid controversial press coverage. A readiness assessment evaluated planning statuses, identified unmitigated risks, and assessed contingency plans, forming the basis for scenario planning and training opportunities.
The readiness program delivered complex operations tabletops focused, two city-wide exercises (a tabletop and a full simulation) and individual simulations at each stadium. Key achievements included enhanced stakeholder coordination, mitigated training and scheduling challenges, strategic risk assessment, focus on safety and incident resolution, and practical training and testing.
